At roughly 2,885 enrollees, Illinois has one of the smallest Cigna books among the affected states. That is genuinely good news for replacement supply — you are not competing with tens of thousands of people for the same plans. It is not good news for the calendar. A small book gets less press coverage and fewer reminders, which is exactly how people miss December 15.
